  1. ASPI is now operating outside of its mandate. This is easily estsblished when you follow through its setup and purpose. It is substantially funded by the taxpayer, with that funding coming from the defence department, with the defence minister able to use his discretion as to its funding, thus approving a 5 million dollar taxpayer funded grant to allow it to set up an office in Washington, so it can work closely with its U.S, counterparts, such as the State Department.
