Let's be clear, Fan Bing Bing was found guilty of tax fraud, not evasion, which has nothing to do with your subject matter, and not related to a single event. It involved hundreds of millions of dollars from overseas, FYI, all trains have provisions for wheelchairs, so these people are not invisible, and i have seen many. I have also seen many other people with disabilities in public, however there are many who remain home. The report on the hypersonic missile is only that, just a report, totally unconfirmed, so should at this point, not even be a point of discussion. This was even beyond the knowledge of China's mainstream media, the Global Times, as confirmed here.

@michaelgodding8572 although they are under the same umbrella, you will find evasion is more about understatement of income (by the example that was quoted here), whereby fraud is when a network or company is set up to deliberately hide income, which is what was done in the case of Fan Bing Bing, whereby a company was setup through which was channelled hundreds of millions of dollars of foreign income, held overseas, but not declared in China.
