  1. Some points to be recognized: 1. Japan was a close ally of Great Britain until afte4 the Washington Naval Treaty that Japan felt was unfair since like Great Britain and the United States were heavily dependent on naval forces. 2. Despite being an Ally during WWI, Japan felt poorly respectived in the terms of the treaties. 3. During WWI, the Western Powers could not support the civil needs of their East Asian colonies due to their change over to military production. Japan expanded manufacturing to fill those needs. Following the war, Japan was barred from selling to those colonies by their home governments. These resulted in a depression in Japan. 4. Japan needed to shed population, but at that point the US pushed Asian exclusion which mainly affected Japan. Japan looked toward comparatively sparcely populated Manchuria and Northern China; so Japan began pushing. 5. Eventually, as fighting continued China, US opinion was shifted from at least neutrality to Japan to open hostility and the attitude toward China, became more positive. You did mention the fuel issue; but there is much more and this is too long already.
