Better idea, enforce existing laws on illegal firearms use and possession; and fire any prosecutor or judge who won't. Add this as well if you actually want a new law, mandatory charging of any public official responsible for allowing an offender to plea bargain away a firearms related offense. The only discretion in charging being allowed for legal gun owners who accidently display or is in a position where such display is warranted (doesn't apply for the threatening or improper display of a firearm where display is unwarranted); or accidentally enter a prohibited location (this for the first offense only).

Plead, stay away from innocent children. Interesting, but an acknowledgement that neither morals or the law no longer work in Chicago. Gang violence moves from where the police are placed to where they are moved out of because the violence there was low. This isn't gun violence it is gang violence. The barbarians are inside the gates and setting up their fiefdoms. Soon, at the rate it is going feudal lords and their war bands will form to put down the gangs; and serfdom for most will become the norm. Perhaps overstated, but vigilantes are the next step after laws fail.

@fernandoarista3302 Being locked up is punishment; however, for many of the gang members it provides three squares and a warm if not always comfortable bed. The gangs maintain control of their members with the guards with less power to punish than the gangs. Illegal substances are brought in either by bribing guards or smuggling. Depending on t he prison, less physical labor than down time where there is educational material and exercise equipment. Is ita desirable way to live, no; however it is no where near a true punishment system. Are there crimes where the three strike rule should not apply, possibly; but there are several where it should be one strike and your outi, violent rape with or without a weapon other than fists andouting, or the rape of a child,, are a good examples.
