He was in violation of Illinois law. A FOID Cardc does not give you the right to conceal carry. His acation shows awareness of the fact and gives the officers reasonable suspicion concerning his actions. The on.y remaining question is did he point the weapon towards the officers. The body cam footage should resolve that. The point is that he knew that he had committed a crime and his actions provided the officers the reason to pursue him. By the way, no matter how you call it; the officers were there to prevent a revenge killing because of the earlier gang murder.

Ignore the FOID Card, it doesn't make carrying a concealed firearm legal. You need a aconcealed carry card (now an endorsement on the FOID Card) to carry concealed, so by carrying a firearm he was violating state law. The paperwork makes it clear that a FOID alone is not a permit to carry. Trying to escape makes it clear that he knew that. Question that I have is was he affiliated with one of the gangs involved in the earlier death and was he standing with and interacting with gang members?

@sparkyUSA1976 Why i said that he had a gun was because his family defended him having a gun by saying that he had a FOID. It was not a direct admission that he bought one, but it was clear that they knew that he had one. As to did he have a concealed card cardor did his FOID have yes to show that he didz; I will again go to the family's comment. They did not state that he hada concealed carry card/endorsement. I make an inference from that that he didn't have either. The family was quick to say that he had a FOID; and under the circumstances possessing a concealed carry authorization would make their claims against the police stronger, but they isn't make the claim. I have had more than a little experience in questioning people while I was in the military, and I have found that people will use the strongest argument that they can think of when defending themselves or those close to them. Listen to what is said and implied by their words. As I said, the final word will come after the squad car and body cam footage is released. The shame is that the anti-police narrative will already have been cemented as fact. A bell can not be unsung, and inaccurate words ingrained into people's minds can't be erased. We all have our opinions, but they should be started that way but not as facts.

@sparkyUSA1976 i have been thinking over your last post, and I believe that they are not knowledgeable on current firearms law in Illinois. The advent of t he dual FOID/CONCEALED CARRY Card was too much of a big deal to be overlooked. Not commenting on it and only mentioning the FOID indicates to me a superficial knowledge. Unless he had prior military service document on an Honorable Discharge DD 214, he required 12 hours of classroom and 4 hours of range time. If he had the 214 and a Concealed Carry Card from another state that is reduced to 4 hours on state laws and 4 of range. Both of which should stick in people's mind.

@sparkyUSA1976 Possible but improbable that no one knew that he spent between 8 and 16 hours to get a concealed carry card/endorsement; not even mentioning the cost. Again, we won't get an actual answer until later. I was only pointing out glaring holes in the family's comments. Harsh to say, but to me as of right now they are looking at gaining by lawsuit instead of mourning loss.

@sparkyUSA1976 Plenty of excuses; but it doesn't change facts. 1. He owned a gun, and the family by saying that he had a FOID Card confirmed that fact. 2. He was illegally carrying that gun at the time of the incident. 3. He was aware that he had committed acrime demonstrated by running. 4. The area was undergoing a gang war and the police were actively trying to prevent violence by checking possible indicators. Things that aren't facts: 1. The question of gang ties. 2. Was he leaning into the car and why? 3. Did he point a gun at police? 4. Where was he shot and the position of his body when he was shot? (I can come up the a scenario where he twisted his body enough to point the weapon and as a result took wounds on the side or rear of his torso. When the footage from the squad car and body cameras is released; when can answer those questions. Then if the police were lying, you can say that you are right. Racism is real, but who has political power in Chicago? If the metric for power is governmental control, Black Chicagoans have enough to be racist.
