Perhaps it is time to realize that paying off criminals not to commit crimes or providing goodies despite bad behavior; keeping officers from pursuing escaping criminals; failure to punish criminals until an offense too bad to ignore occurs are some of the issues. Moving a limited number of police from one hot spot to another just has criminals moving to the areas from which officers were moved to the existing hot spot. Making officers second guess about each action that they take makes it more likely that they will not respond as quickly to a situation, endangering them and the public. If we don't fix this law will breakdown and people will start acting on their own. By the way, firearm avsilability isn't the problem but people illegally possessing them and illegally using them are a problems. There was recently a mass casualty incident in Canada where several were killed by an archer, and in the PRC there have been mass casualty events involving knives and axes, firearms aren't the problem; but who is using them is.
