With at least 100,000 illegal guns, that works out to $10.00 a gun. Who wants to take a chance on being caught as a snitch? Also, you want to pay the criminals to rat on each other; that would be like when Rome or Byzantium paid off barbarians or people paid the Vikings not to raid. It only made the next demand higher.

@relicpathfinder2800 Question who other than a gang member would know where all the guns possessed by a gang were kept? How long do you think it would take to find out who snitched. The more likely event is someone knows a gang member or criminal with a gun. Turning that one person in is worth $10.00, but potentially your life if the person figures out who snitched. Some gangs may maintain arsenals; but I sincerely doubt that they keep all weapons in a central location.
