  1. I suggest that a special camp be established in the middle of Death Valley surrounded by electronic sensors to keep people in. When a gang member is convicted his/her sentence is to be served there with the gang member lowered from a helicopter that doesn't land. A single helicopter flight comes per day with just enough water and food for the day for the prisoners which is lowered to them, the chopper never lands. No guards are assigned to the actual camp, and no one will insure that the gang members don't steal food and water from each other. So, I suspect the camp population will never grow too large and I don't expect there to be many escapes. Remember given the temperatures there, death from dehydration and heat can occur within a day, and much of the little water there is toxic, an escape proof location for those who can't avoid killing each other.
