  1. Seattle will ask organized crime to take over public order, they will provide excellent control of the lower class members of society and insure the elite won't have to worry. Street taxes (extortion) plus official taxes will insure those nasty capitalists move their businesses out of town. They than can increase taxes until only the elites and poor remain. A typical communist utopia.
