  1. Haiti was born in a mass poisoning and bloody war which then degenerated into armed bands fighting each other. This was followed by a French reconquest that failed; which was followed eventually by a government of the leaders. Education of the mass of the population was nrever on the table. Yes, the US had marines there for years; when they were pulled out a repressive dictatorship was formed. After its founder's death his son took over until he was overthrown. Since then, governmental chaos was common.. Blaming France or the US for the problem glosses over the fact that from the beginning that a largely illiterate population of people of differing ethnic backgrounds were led by a small group of more educated and/or more violent leaders. 😊

Add about the internal strife and the fighting with the Dominica Republic while it was still under Spain. I will agree that the US intervened there but FDR ended that for some time.   3. the US has mostly let it fester over the years. As I said Haiti was born in mass murder and genicidal behavior toward the French who had beenthe masters. You can deny this or down play this if you like but it is part of that nation's history.
