  1. Remember the mayor said that this doesn't say this happening less often than it does. He also wanted less reporting on crime.

  2. I agree parents 9wnpart of the problem, but no enforcement of the laws doesn't prevent crime. If there is no consequence for an action, the action will be repeated.
