This plan was floated by the US more than a century ago. It is not as crazy as it sound. The plan includes using existing waterways and linking them. Could it be done, probably. Is it a by good idea, i can't say. There are environmental concerns today that weren't cared about when the US thought about it. One of these was a scare about a volcano in Nicaragua which is why the Psnama Canal was created.
