There were two terrorist attacks related to Russian Chechnyan War and used as an excuse to carry out a carpet bombing o f the Chechnyan Capitol. Both of the attacks were badly handled by the Russians who actually caused all the deaths. In one they tried to take done the group that was holding the hostages despite knowing that the area had been loaded with explosives controlled by a dead man's switch; when he was shot it killed everyone. In the theater attack, they flooded the theater with a toxic gas without having the antidote. So again, the hostages takers and hostages died. So, it seems that the Russians never care about its own hostages.
