One thing that wish commentors would mention is the failure and splintering of previous multicultural societies. A good reasonzably good example was the Austro-Hungarian Empire. Its army had 47 different lsnguagex prsent and used a few terms in German zs a command labguage. This weakness showed up before WWI; but WWI was the force that cracked apart. Captured troops readily formed units to fight the Austro-Hungarian Empire. The Spainish Empire broke up over similar issues despite common language; but different situations and environments that a single system couldn't handle. Charlemagne's Empire that devolved as much because of different environments, ,anguages and customs as him sharing it between his sons. It had been held together by the force and strength of one man, and the puni shment of those who didn't obey him. In the Americas, both the incan and Aztecs fell as much due to the revolt of constitutent parts who used the Spanish arrival and initial successes as the power of the small Spanish forces involved. The easiest cleavage points to exploint in any country are: language, culture, race/ethnicity, unique regional needs and religion. The more of these issues present the easier it is to destroy the whole.
