He didn't say lower the standards. He was talking about schools spending more time on how to pass a specific test than actually learning.

No, they won't be. They need to be able to read instructional manuals, orders, and understand the language. Do you even realize why the first dictionaries were written? A major factor was everyone used their own spelling and grammar and people from northern England wrote the same word differently, and in likely differently than someone a few miles away. Complex organizations and societies can't function that way.

In a two tiered society, the peasants and serfs don't need these skills. The elites are those who will run society and make the decisions. This seems straight out of feudal times. It resembles the laws against to educating slaves, being unable to read and right prevents coordinated action against the elites and makes them dependent on what is said for knowledge. So if you change something, and blame someone else for the mistake or cause; they can't see what was actually said and done in the past and who did it. Today's media and internet censorship are key parts of this strategy.
