  1. The excuses run on. Look up what was happening in Germany after 1932. It takes time to get hatred really going, it reached its goals in the 40s; we are in the equivalent period now.

  2. Driving under the influence of anything is illegal. In most locations possessing a firearm while under the influence is a crime. In the state that I am in, carrying a firearm while in a place that makes less than 51% of its profit from selling food is illegal, even if you aren't drinking. Is the law sane? I think no, but it is the law the police must enforce. The best first step is to get the stupid laws off the books.
