  1. In Illinois, you have a couple of isxues. 1. The law allows some people to not 0ay their bills; thd amount not paid got rolled over into ghe rates the next year (i can't say if that law has been changed since it isn't covered by the media). 2. A seat of the board of directors was provided to an activist for the "poor" which meant policies that shifted costs to paying customers. 3. Construction in Progress funding wasn't allowed which meant that the funds needed have to be borrowed increasing the cost and creating a large rate increase when the plant comes on line.
