  3.  @KatrinaRoseT  You seem to have missed a key point, the US was never meant to be a Democracy. One quote from from one of the founders is something to the effect that they had give the people a republic if they could keep it. The point is that one of the potentially worst forms of government is democracy. It is inherently unstable subject to the whim of the mob and the current rabble router leading it; think the French Revolution that led to the Terror which saw the mob turn on one leader after another and finally resulting in Napoleon'sFrench Empire. Under your plan a popular leader could sieze power by controlling a few large population centers which that leader effectively buys off (think the Democrat Dynasties in New York (mostly through control of New York City and the area around it; Illinois due to Chicago and C(r)ook County; or California by control of LA and San Franciso and the areas around them). People outside of these areas in the state have to live with policies that can be failing in these cities. Is oligarchy what you want be cause that is what you see out democracies descend into before dictatorship of some form (call it kingdom, empire or people's republic.
