@Thunderbyrd. If they were adults, most of them would have three strikes already ready; but as juveniles that doesn't apply. Why may gangs use young people under 16 as shooters.

That woman pushing something other than punishment seems to forget the fact behavior is learned. A child burned by a match or punished for that is less likely to do it again. Everything you don't have a negative result (real or perceived) you actually make a behavior more likely to be repeated. Even worse, if the punishment isn't considered negative, such as a suspension when the student want to be there anyway or in school suspension which they clown around in since the worst that can happen is an actual suspension (which they prefer). Time to wake up. Rewards and punishments do work when done in a timely, fair and consistent manner.
