It matches the wisdom of mandating electric vehicles (without enough charging stations) to reduce pollution, and closing power plants and dams for environmental reasons reducing the electrical supply. This means fewer vehicles on the road reducing congestion on the road. See all the problems California government has solved. Oh, i forgot their excellent solution to over crowding prisons, don't enforce criminal laws.
