  1. I guess one part of intelligence is to realize how things function differently in different situations. Though this "less mechanic" intelligence is usually considered wisdom.

  2.  @Miranox2  Though... It can be said that fear somewhat is a cause of intelligence as a mean of survival. Vaccines, when done right are wise to get, but when there are new vaccines, it kinda makes sense to be vary. Usually the "less intelligent" aspect is "all or nothing"-mentality where certain things are made to be absolutely lethal or absolutely good no matter how they are measured. The act of gathering information is considered intelligent practice, but nowadays there is so much information that distilling optimal information is a bit trickier. I wouldn't call it stupidity, cause I find that itself... stupid. I think people just cannot stand the uncertainty that much, even if it is just 1% or smaller. In vaccines' case there is chance for something to go wrong and so does any other thing. Fear can save lives, but I guess using intelligent to mitigate failure factor can help, but sometimes I guess things which do not follow strict measurable functions are needed, like bravery. Self-awareness is double-edged sword.
