I've always worked on the principle of snugging fasteners down, and then finally tightening -the chances are that the casting will "bow" between the fasteners , especially if over-tightened, so you have a distorted joint. Flatten the housing in on a sheet of glass with some fine abrasive, the CAREFULLY refit, and torque up.
