Each Nato member has to agree to let another country in. Both France and Germany resused, Putin had non Nato Ukraine with zero chance to join and invaded anyway. Russia was suppsed to respect Ukraine's borders according to Budapest Memorandum Russia broke it.

If Russia had not invaded Ukraine, Finland and Sweden would have remained neutral so whose fault is that? Russia always has a break only. A few years of no full scale invasion is not a great achievement for Russia either. Ask people from former Warsaw pact countries why oh why they joined Nato. Russia always gives them good reasons. That is why. They were right and Russia proved them right in 2022 or even 2014 or 2008. They knew what was coming. They have been warning that Putin would do it.

Russsia inside is a mess as well and a few decades of no full scale war is not a great achievement either. It is no justificaton for Russia.
