If Russia was a good neigbour with no history of invading its neighbours, there would be no need to join Nato. Expansion of Nato it's just an excuse for Putin. Dictators need excuses. Hitler used the same "protecting my people" crap to justify invasion on Poland.

No papers signed no problem, small talk behind the scene did not matter. USSR is gone and Russia has nothing to say. Russia had and has no right to decide about Nato expansion.
