Lukashenko did it on purpose, organised all of this, he said back in April he would to it to Poland. He hates Poland because Poland supports democratic opposition in Belarus. This time it was a hybrid attack. He used this people as a weapon in his plotical games. These people did not come on foot, it was not "natural wave" like in 2015. It was organised by a regime.
