Individuals are by nature, social cowards. They don't want to be the one to go against the majority, even though they vehemently disagree with the common emotional mould. Of course all those sitting in parliament are safe in the knowledge that they won't be doing any fighting. Maybe Zelenskyy's reference to Winston Churchill was to encourage them to get off their shiny arses and go into the trenches like he did.
