There is an unbelievable lack of performance accountability for these ministers. They give assurances with no indication of how they will achieve their targets and no plausible explanation of the failure to succeed. I was a middle manager in local government with only recognised prior learning and experience as a qualification for the role. I was responsible for the resources and finances of an operational work unit. Every month I had to provide a detailed written financial report accounting for the results, good or bad. I was also required to stand up in front of my regional manager and peers and verbalise the content explaining why the results were what they were. This included reconciling the forecast I had made the previous month. These politicians just respond to questions by not answering questions.
