Putting aside the duplicitous tendencies of those in authority, it does make sense to amalgamate small local councils into larger metropolitan areas of local government and to do that before elections rather than after, assuming there would be some reduction in numbers of councillors. Various communities would still be represented by wards or constituencies. A larger organisational structure generally provides greater purchasing power, less duplication of administrative services and improved utilisation of resources (plant and equipment). As I'm typing this, I can hear the voice of Sir Humphrey Appleby asking, "Where do you get such dangerous and preposterous ideas?"
