I emigrated to Australia from Britain fifty two year ago. At that time both Australians and British were regarded as 'British Subjects' so I was considered a sort of 'de facto citizen'. So much so that I was eligible for conscription into the Australian army for service in Vietnam along with an obligation to vote in all elections. Years later, legislation was changed so that people from the UK in permanent residency in Australia were considered foreigners and have since been required to apply for Australian citizenship to be entitled to certain privileges such as voting and working for government organisations. I'm retired now, but I recently applied for citizenship and I have to now attend a ceremony where I make a 'pledge' of loyalty to this country. Now there must be something 'nationalist' about that surely?
