The answer to the question as to why the British government don't seem to do much about anything may was probably spelled out by Liz Truss in an interview with satirist, author, and YouTuber Konstantin Kisin when she outlined the amount of time spent in court being sued by unelected representatives of various organisations for one thing or another. Basically, the government work with it's hands tied behind it's back trying to avoid being dragged off to defend every single initiative and proposal they make.
