There is a distinct reluctance on the part of supervisors to address standards of appearance in many organizations. They're either too cowardly, or fearful of any repercussions from claims of bullying or harassment. I managed a work group in local government and not only insisted on adherence to standards of uniform, but managed non-conformity with disciplinary measures when necessary. When I worked a bus driver, I use to cringe at the low level of pride of appearance of some drivers that went unaddressed by management.
