  1. They focus on a police force which is "representative of the population" and in doing so comprimise the objective. If you were selecting a football team or a squad for the Olympic Games, you wouldn't give two hoots about the elements of the population; you just want them to win! Same goes for the military. You need the very best when the time comes not so many, girls, blacks, Asian, etc. If they actually ARE the best, then that's fine but otherwise, they need to focus on the job in hand.
