I live in Queensland; Australia and I've recently written to our local state representative regarding e-scooters on footpaths/bikeways. They are legally allowed to ride these electric scooters on the roads or footpaths with speed limitations applying to both. Unsurprisingly, few comply with any rules and there seems an absence of enforcement. I was nearly hit by one travelling at a speed of at least 15 kilometres per hour after it approached unheard (over traffic noise) from behind. I'm nearly seventy-five and don't always walk in an 'arrow straight' line. If I'd stepped half a pace to one side, I would have been impacted by a combined weight of about 150 kilograms travelling at speed. One can imagine the consequences. The riders have no insurance, no certification for any accountability and no assessment of skill or competency. It's been several months since the near miss incident and my correspondence. I've not received a response. Hopefully, in the event of a fatality, my notification will serve as some punitive measure for any inaction.

@Mounhas I'm generally quite fit but like many people of my age, the sense of balance is not the same as it was when I was younger, so even walking isn't as 'true' as it once was.
