I may be simplifying things, but I think that if anyone arriving illegally (ie not been processed by a European country) should be denied any possibility of permanent residency and returned to the country of citizenship or permanent residency. Obviously, there's some difficulties with establishing citizenship in some cases but the understanding that they're never going to achieve their ultimate and deceptive goal may be a deterrent.
