  1. I think both are equally important. It's essential that commuter travel is affordable particularly to those on low incomes. Having to pay a large proportion of your income simply to get to work is a disincentive to even bother working. The other thing is, you're not likely to keep a job if you continually arrive late due to an inefficient train service.
