I worked for local government for twenty years. I don't know if people realise, but they have scheduled routine maintenance of road surfaces, footpaths, litter and debris removal (road sweeping) and of course, capital works for things like new construction or major restoration etc. They also have a budget for reactive and emergency work. Much of this work relies on the public reporting the problem. Yes, I know people say that nothing happens anyway, but more often than not, people don't bother even phoning up. How many times do you hear someone say things like "Someone should do something about that before someone gets hurt" while ignoring the fact that they are "someone?"
