  1. I think the offer was made with the expectation of refusal. Makes the government look 'caring' whilst knowing that just handing over hardware with no aircrew or maintenance support, electronic warfare or weapons systems suitable for that particular combat environment is more of a liability than an asset. I'd love to have my own P-51D Mustang, but even if Tom Cruise gave me his, it would just be sitting on the ground taking up space.
