  1.  @itwillchange  Logical answer would be it is the "Bronze Age" so "steel" files did not exist yet. Cutting the gear teeth would have been extremely difficult (EVEN "WITH" A STEEL FILE) all done by hand. I propose that even TODAY, it would have been difficult to conceive such a device.
