  1.  @justinbetland9792  I have taken unused shotgun shells apart. It is shot,quite a bit of PADDING,then gunpowder. Padding could be a blanket or clump of grass that seals the gunpowder tight and away from load and compresses the gunpowder. All would come out, the padding not flying that far because it has no weight. Its purpose was to ram out the odd shape shot...which could be rocks and nails..in this case heads.
