Electrolysis was never meant to remove rust. Electroplating shops clean the pieces by wire brush, wheel, sandblast and sandpaper or acids so that the metal looks like brand new BEFORE THEY PLATE IT WITH Copper, chromium, brass, zinc, or other metal....which is a layer added to the piece...taken from the sacrificial metal. Iron oxide(rust)does not conduct electricity. You were basically plating over the rust with the sacrificial metal. I used to do it using a 12 volt transformer and copper pennies and plate the other metal or graphite coated plastic or wood in toilet cleaner H2SO4(sulfuric acid). Kids burn out their racing car set transformer 12DC to do this experiment. Sacrificial metal was the penny to thinly plate the surface. Penny got thinner as it slowly dissolved giving up the copper atoms to be transferred to the other side. It worked. Done like +40 years ago.
