  1. I have used recaps for the winter tires back in the 70's They worked fine for much cheaper. Commercial trucks use recaps and sometimes on the highways you would see where the cap came off as part of the tread is on the roads. 70's tech making retreads is not 2019. When your commercial rig is an 18 wheeler then tire costs count.
