"remove all buildings close to the rivers and creeks that caused these floods." But the HUMAN "condition" is to build near rivers. From Ancient Egypt onwards. Civilization starts with a village near a water source which later become major cities. Those that build away from a water source DIED. Flooding has happened everywhere there is a community near a river. Sooner or later it happens. The once in a century storm will happen. Now a local town in my area that used to suffer flooding sometimes won't any longer, as it burnt to the ground in a forest fire. No worries as FIRE TAKES EVERYTHING. Nothing is ruined. It is non existent. . Which is worse...something where you may be able to salvage something and dry it out or "blackened" ash? Easy for insurance guys..."yep, it is gone" Most people do not have flood insurance because it has never happened within "their memory". Now that explains why there is a drought on the west coast of N.A. ergo lots of forest fires. and farmers losing their normal crops due to drought like conditions. Next year it could be the reverse situation. . The weather is FUNNY that way, totally unpredictable.

@timmy7201 I know it does not rain everyday there but I took your 4535/year/365(like it rained everyday)=12.5" per day 1135/2=567.5" per day 567.5/12.5=45.4 times as much rain than normal. That is one hell of a storm. It is not twice as much rain, or 3 times as much. 45 times as much rain. . Of course your yearly precipitation would also include winter snow. The fact it comes down as liquid sunshine throws the 45 out the window(way too low) So it is more like 500 times as much water. than a normal rain shower(depends what a normal July rainfall average is).(so 500 is probably too small too. (I don't live there so I do not have the July rainfall averages)
