  2. Yeah, it kind of does mean that. & you also process and refine your own oil. Relying on other countries who own the oil that comes out of "their ground" is a chance you take. Venezuela is a prime example as they nationalized all the resources found in their ground as theirs (not Shells) so that cut into their profit as they wanted to take it for free. No can do? then keep your oil? You have been shunned from selling your oil to the west. "We will do that. It will not get old" says Venezuela. Now it is a poor country.
