  1. Nazi did not go to the Caspian Sea for oil. That was not discovered yet So Germany could not any oil anywhere. They made Synthetic oil out of plant oils(Linseed oil is from Rye plants and using other like they had LOTS of coal(where kerosene comes from which is also called coal oil. They made rocket fuel which is a 2 component mixture called Hydrazine. The oil well of the Caucasus Mountains mountains but they did not get to that either.

  2. Look in waters near Greece. Oil is being transferred ship to ship in international waters. There is a bunch of ships sitting out there transferring crude oil ship to ship. So, countries are getting that cheap oil. Ships have transponders so it is possible to see what ship is there[and there is a dozen ship in those waters.
