We know Ukraine did not do it as that was part of the agreement with NATO to continue to receive military aid. However there are Ukrainian sympathizers living in Russia who could do it and get by Russian air defense. It is much to ask a drone to fly 500 miles(Ukraine to Russia) and dodge 3 layers of Russian air defense. Putin probably planned it. Besides it was an office building that held the ministry of Defense & the KGB in the early morning hours so no one was inside the building. So, they took out a window. All the more reason to clean them.
