You are missing the fact that Crimea was "given to Kiev" to govern (because Kiev was closer than Moscow so you know administrative duties were "bothersome for the hinterland"...Crimea was seen like that ...through Gorbachev and Yeltsin who both were president of Russia and BOTH AGREED THAT KIEV should take over administrative duties involving Crimea...as it was now officially a part of Ukraine.
