Basically no different than if one U.S. state attacks another to assimilate it (instead of 2 states you know have 1) The U.S. is allowed to do this "no matter what the world thinks" as it is none of the worlds business.(besides, no one ELSE "really" gives a Fock.) except maybe the people in those state...as they lose their individual state identity. They will complain. . Now throw in the money and it becomes a complex bribe. The U.S. has lots of $ to toss around so it makes it attractive to lean their way. Read the final agreement at the end of WW2 to see what was agreed upon. (not the Treaty of Versailles as that was at the end of WW1) It has a different name. Google it.
