Back before GFCI / RCD was made mandatory here in Poland, we used fuses or circuit breakers as a sole disconnection device in case of ground fault. This means it would take a low impedance path, literally a metallic contact between live wire and a grounded part (enclosure etc.) to blow a fuse or trip a breaker, while a high impedance would pass current and you'd never know something was wrong. Grounding would pull the potential down to safe levels, so you wouldn't get zapped, unless your wiring failed open, especially in case of combined neutral and ground (TN-C) which is prohibited here since late '90s, with an exception for grandfathered wiring (there's a lot of this unfortunately) and utility wiring of minimum 10mm² Cu or 16mm² Al.

The more lawful version of Mehdi, haha! Very educational. Here in Europe RCDs/GFCIs and protective earth wire are both mandatory, and they work combined exactly as shown in the last part.
