  1. It is absolutely permissable under Democracy and Freedom of expression. Are you saying people can't dress up like Mongols because it offends Chinese ? Lol This is just bullshit.  No one gives a damn about Jews or whatever other Community that is offended, Everyone must be free to dress or do whatever they wish in  private, as long as they are not causing harm to people or committing any crime.
