Becuse Gujarat has India's Best Ports, Heavy Industries Machinery and Industrial Manufacturing Facilities. Other States are not as developed as Gujarat in this regard. It makes no sense to transport Foreign Heavy Military Parts on 500 Kms Roads just to setup an Industrial Corridor in a Less developed State like Tamil Nadu or Kerala.
